That sounds a lot like how ALDL used to work. My parents used to have a 1987 Grand Am, and when I was a kid, dad showed me how to check diagnostic codes by jumping two pins in the ALDL connector with a paperclip and then watching the MIL flash on the dash. Count the flashes to get the code.
It seems like you would need to study things longitudinally to really know what it means though.
