I think you're barking up the wrong tree here. Track costs aren't the expensive part of either autocrossing or HPDEs. I can hit any number of tracks in my area (Northwest) for pretty cheaply- $125 for a full day, with "teacher" riding shotgun if I want- on track with 4 roughly 30 minute sessions. They even include

That's what I was thinking- we have terrible drivers on the major highways, but get onto the backroads, of which there are plenty, and you're set. I've driven in a lot of places, and I'd pretty happily bump Montana or Detroit in favor of Washington. We've got it all here.

I was referring to handling and steering feel, hence my use of a non-technical term. It's a subjective thing, but when I was looking at the speed 3 and the WRX, the WRX had boaty handling, and it was not nearly as responsive to steering inputs as the Mazda was. Truck transmission and crappy interior are certainly downsides. Let's not forget that the WRX also starts more expensive than the MS3 and Focus.
