I can't remember what book it was, but I think it was a TNG novel in which the Doomsday Machine was build to destroy the Borg. In the story the Doomsday Machine was going to destroy Earth because earth was on the path to the Borg.

There is probably many sites of people that are underwater now. During the Ice Age the oceans would be smaller. Any people who would have came here would likely settle near the coast which now would be underwater.
