As an ex-Grumman employee who has there at the end of the F-14 program, the leading rumor on the deciding factor was not weight... or cost, but crew. The F-14 required two crew members, pilot and RIO, whereas the F-18 only required one. FWIW, no idea if that's really what the Pentagon or the Navy brass really thought.
