You’re right. With both devices, it is the projectile that is banned, not the device itself.
I think it would take more than just switching to jellied fuel, though. Most of these devices are just creating a fuel-air mixture, and wouldn’t even be able to squirt a liquid.

Google might be good at building online services, but “Google knows how to integrate hardware with WiFi” is laughable by many of us that work as network engineers. Apple is also guilty of failing to follow standards and best practices with WiFi, so this isn’t a holy war between the major mobile OS makers.
