Completely untrue. I nabbed a sniper from Dunkio's mom and was hitting the Sheriff for 14,000 per head shot. I soloed her both with Zero and Axton. Shock weapons are most certainly not "absolutely needed." Both characters were level 30 at the time, with the Sheriff being 31.
Your assumption is incorrect: it was not developed alongside the game. It was developed once the game went off to certification and printing. So, to answer your question, yes, it would be too much to ask for this to be free, seeing as they were paying people to do the work on this DLC.
I will agree with you on the Combat Rifles. I've really only found one that I am comfortable using.

Did you play the first Borderlands? How's about the DLC? No? Then you really and truly are ignorant of what you speak. Gearbox produces high quality DLC that is worth every penny. $30 is a terrific deal based on what they have produced before.
Know what you get when you download the DLC to your HD? DlC that is no beholden to a server.

This feature already is in the U.S. Nearly every MMO out there has this. Most choose to not use it.
