The bed on the Santa Cruz is 3 inches shorter than the one on my 2000 Frontier Crew Cab.
I had a 2000 Frontier Crew Cab with the 55 inch bed. I had a rolling tonneau cover that took up 6 inches in the front of the bed. (The Santa Cruz has a rolling cover too which is why the upper dimension is smaller than the bottom of the bed)

Oregon has a rebate not a tax credit. It is not tied to income taxes at all.
France wants people to turn in a car to get the e-bike credit because the goal is to get people to commute by bicycle instead of by car. They don’t want to pay $3,000 so people can ride e-bikes instead of regular bike on their weekend ride.
