The PvP is a lot of fun if they aren’t just lassoing you trying to molest your feet with a knife. The solution for the problem is simple; Make the law enforcement NPCs more responsive the closer to town players are. 

I agree with you on this, there is no need to change that aspect of the online game play. It is working as intended. But, I will say that there needs to be some kind of deterrent for griefing players in towns like Valentine and Blackwater.

It’s weird to me lawmen don’t spawn in towns when players start killing. Just put some super hard to kill NPCs in the main towns. If someone wants to try to grief they are welcome to, but having NPCs that can take your head off in a second would definitely make it less ideal.

I’ve found if you can kill the griefers, they leave you alone. They aren’t looking for PvP, they are looking for victims.
