You’re generalizing here. “The Japanese” aren’t a monolith. There are some Japanese who are unrepentant, but not all. Official government statements have never been retracted by those who speak on behalf of the government. Individuals have said stupid things, sure. But the idea that “The Japanese” taken as a whole

Officials speaking on behalf of the Japanese gov’t had never retracted any apologies. Individuals have. Very different.

What are the statutes that would provide this ‘legal accountability’? How would ‘direct reparations’ differ from those given by the South Korean government in 1978 (belatedly, 13 years after Japan had actually paid reparations)?

Who are you to judge their sincerity?
What do you mean by ‘legal accountability’? Japan concluded a peace treaty with South Korea in 1965, which included reparations.
What is a ‘better’ apology?
Are you yourself a Korean born before 1945, and are you able to judge their standards for apology?

What do you mean by ‘truly’ apologize? Are you saying that the Japanese apologies of the past weren’t true? By whose standard?
