In all reality it probably takes more than a week to come up with concept, idea, implementation, testing, refinement, etc etc and 11 quests aren’t often just one quest they are chains of quests and then artwork for items and a reward.

They did yes, way back in cata when they re-did all the old zones and updated all the quests content. The quests you would have done 10 years ago don’t exists anymore

The time it takes to develop a quest for one class when there are several other classes. Say it takes quest designers a week to come up with a class quests for 1 class, that means 11 weeks for 11 classes potentially if they are all doing 1 class each week.
