You can (could) play the original PS2 version emulated on PS4/PS5, on a modern TV, at 1080p. The rain looked fine there. This is just shoddiness.

Fall damage coded as absolute value of distance fallen (rather than scaled to size) and then as percentage of health lol. I’m kind of surprised the bosses are even coded to take fall damage unless they fall off the map TBQH.
Yeah I was pretty disappointed when I realized during my first playthrough (I avoided everything online) that Los Santos was the only metropolitan area in GTA V. It is indeed a cool map - a massive map - but huuuuuuuge chunks of it are just desert.
