I think it's more to bring coop play back in theory, than letting a secondary user just play the entire game. It's about sharing and playing the game you own with friends.

Frags are so worthless in TF. If your play style suits a grenade the arc does everything and more and gives you tons more power to harass and take down Titans not to mention ruin any players day. Other than that satchels do everything a frag can do outside of a lucky lob across the map better and quicker.
