Update: I shouldn’t be so critical on the 7 years thing. They definitely started the project back then, so it’s a fair point. There were a ton of changes to the project after (especially post-Sandy), and it wasn’t finalized until recently, but they did propose it pretty quickly post-ARC.
What money for who? These are all public entities so we have access to financial reports. I think it’s the Port Authority that would own the tunnels, but I’m not sure.
Like I said, the project hasn’t even existed for 7 years. There was the ARC project in 2011, and after Christie killed that they started talking about Gateway as a replacement. They came to a deal on Gateway in 2015-2016.
