It was not the local government that was the problem, or even had the power to make decisions about water sourcing. It was the state appointed emergency manager(s) that made those decisions in order to address the budget crisis. Why was their a budget crisis? Because the state legislature voted to slash the state

the government itself didn’t cause this issue intentionally. they were trying to respond to a budget crisis caused by a dwindling tax base. the cause of that dwindling tax base: a combination of white flight and “government is evil” types voting to cut taxes.
