The flaps have fooled people before. I was on a mildly turbulent descent into Dulles once, and when they went to full flaps and you could see that gap, someone started screaming that the wing was breaking up. That was entertaining.
The problem is that airports capable of handling anything bigger than a crop duster tend to be built where people want to fly to, which tend to be places where people are.

If the plane is not responding to controls, there’s no point in riding it down to the crash. You’ll kill yourself and not change the outcome for anyone on the ground.

The pilot of this plane is a highly-trained ex-navy flier. If that plane were controllable, he’d have steered it into the water. If it’s not controllable, then there’s no point in riding it down and killing yourself when you can’t do anything about where it’s going to hit.
Air shows just concentrate planes together; they rarely *cause* the crash, especially post-Rammstein. We don’t know what brought this plane down, but if it was a mechanical failure, it would have crashed just from flying it around not at an air show.

One of the biggest problems in our society is that “unless I need to do it for business purposes” is seen as a caveat to most ethical and legal situations. Businesses will have a code of ethics that they rigorously adhere to until it would lose them money. Laws will be broken because it’s more profitable to do so.

It’s increasingly looking like the problem with the T-6 was an inexperienced pilot without the necessary experience to fly something like a T-6.
