It’s their custom.  Little girls wear tights (stockings) as flower girls.  I haven’t been to a single wedding in the UK or of English couples where the flower girls were not wearing white stockings.  And if the boys wear short pants, they also wear stockings.  

I think it’s more about the fact that it was a very common custom and tradition in England for children to wear tights when they are flower girls. It’s just how it is in the UK, royalty or not.
