Yes, it is legally and politically the case. Just like Quebec is part of Canada, Catalonia is part of Spain and Scotland is part of England. Doesn’t mean that everybody from these places like that fact, though. So it's better for outsider not to insist too much on it.

Technically, it was $25 over 12 months, or $300 upfront for installation. I would know since I haven’t paid for internet in awhile. Thankfully, Google is allowing those with the 5Mb line to retain the service. It’s helpful to my household at least.
I think this might be it in a nutshell. They can’t say its free broadband without increasing the speed, and the cost was really $25/month before for 5mb and now its $50/month for 100mb.
One thing to note - that 5Mbps tier no longer qualifies as "broadband" under the FCC's definition (now needs to be 25Mbps and up). So, Google has a harder time claiming they're providing free broadband.
