Not everything HAS to evolve. There’s a reason why some retro games are still played today and are considered timeless classics while their newer iterations only lasted a short while. Easiest way I’d imagine to fix this is to predefine whatever group of pokemon an outbreak spawns when it first does, and then keep reloading that after picnics. if there was a shiny originally, it’ll still be there afterwards, if not, well, tooo bad.
