I think you're missing everyone's point that pressing F8 while Windows boots never actually did get you into any BIOS menu. You'd have to press F2 or DEL (depending on your BIOS's manufacturer) during the Power-on Self Test (POST) to get there. The whole F8 thing only comes after all that, and serves to access startup…
