He didn't "infiltratrate" Ba Sing Se; he moved there with Iroh, and did a pretty good job of keeping his identity secret, even when under pressure (confronted by Jet). All he really did at the end of Season 2 that was evil was allow himself to become Azula's puppet. That's not a good example of him doing something…

Never heard that explanation, but it's interesting. A lot of fans have speculated that Aang's mentor Gyatso *did* bend the air out of the lungs of the Fire Nation soldiers who attacked him. Considering that they were about to massacre his whole race, I could see it only as a last-ditch effort by a very powerful bender.
