Front plates have a tendency to fall off in an accident. That's how the hit and run driver who injured my friend and totaled his car was caught. Of course, his whole bumper with plate fell off.

I imagine it regulates the temperature of the bed itself. A room temperature water bed is about the worst thing you can sleep on that isn't inherently designed to kill you.
