Just because it’s more convenient doesn’t make it not a recall. This is a serious flaw that needs to be fixed. A Recall is a mechanism to alert owners that something on their vehicle needs to be fixed and to consult with the manufacturer ASAP to get that taken care of. These speed bumps seem to actively make the area more dangerous.  One speed bump reminds you to slow down.  Two this close together causes people to lose control of their vehicles.
