Robb thought that Tywin's loyal soldier, Gregor "The Mountain" Clegane, still held it along with hundreds of Northern prisoners, that's why they were discussing setting up siege lines. When they got there though, turns out The Mountain had cleared out and murdered almost all the prisoners.
The point of killing Halfhand wasn't to be in a position to assassinate Rayder, it was to infiltrate the Wildings and find out exactly why they're massing together.
