Any basic reading on drug tolerance will tell you that there is no magical threshold you can stay under to avoid building up tolerance to a drug (you couldn’t take just a small amount of heroin every day to avoid getting hooked, even if you start with a dose so small you wouldn’t even notice it).

USB-C specifically refers to the end you would plug in your phone. The other end of USB-C and lightening cables is already a USB connection and isn’t changing. USB-C can use any of the charging blocks you already have around interchangeably with lightening cables.
