Body cams would help. Penalizing cops when body cams "somehow" aren't working would really help too. Dash cams would help. Penalizing cops when dash cams "stop working" and the repairs are "delayed" would also help.

Luckily no one cares what they do in the comics. For example, Captain America. In the comics he grew up in Manhattan. The movies said Fuck That Junk and show him growing up in Brooklyn. Brooklyn is getting the giant Captain America statue in August not Manhattan. Suck it Manhattanites!
