I can't shake the hunch that the Tripoli connection, repeated dialog included, is a misdirect of some sort. But then I think, that's a pretty audacious setup to plant, knowing you'll have to pay it off later.
But, and this may be mentioned already further down the page, watch the window carefully in the final scene of the episode.

I like the presence of the Inhuman Pods in this show, because it's a moral puzzle that refuses to budge. All the strategies for dealing with the outbreak — freezing the targets, killing them, or not interfering with them — are bad.
At some point soon the show will need to offer a pretty explicit explanation of how Zombie Ward got back.
