If your food arrives cold, do you bring it to the server's attention, or just suffer in silence and tip poorly? If you bring it to their attention and they don't rectify the problem, then I understand tipping less.

A tip isn't a special gift for servers you like. It's payment for services rendered. If your server served you food and/or beverages, you should tip. Even if she scowled or rolled her eyes. If you did not have food or beverages brought to you at all, then fine, don't tip.
