Some systems engineer who’s way smarter than me needs to write a comprehensive “For Dummies” guide to PTC to explain why it’s so difficult to implement and to implement correctly. So many moving parts.
Positive Train Control (PTC) would do this. That’s literally what it’s for. This train didn’t randomly lose GPS signal, the PTC wasn’t functioning.
Don’t much have to worry about killing hobby pedestrians.
This is PTC (positive train control). The FRA mandated that all rail needs this by the end of 2018. It’s already been pushed back once. It most assuredly will be again.

Railroads usually require the installation of a sacrificial facade beam when the bridge has low clearance. I would assume that these trucks are actually hitting one of those instead of the bridge. I have a hard time the bridge would withstand repeated collisions of this nature.

That’s like my nightmare. However, if the riders were to try to evenly distribute their weight and then rock in the opposite direction of the lift chair, they could have dampened the swinging to some extent. I’m not sure how competent my brain would be to think that up if I were on that swinging nightmare, though.
