How hard is it to make an EMP gun?

Has anyone done any tests to see how to take down a drone that's over their property (not that I'm suggesting that, I'm just curious)? How easy is it to cause them to crash?

So in order to allow hobbyists to have fun with their toys, 100 million households will have to contribute their GPS coordinates of their property to a database. That's just fabulous.
