Well, I believe there is a significant difference between “My power steering isn’t working but I’ll just stop on the side of the road” and “My power steering isn’t working and I can’t stop or even maintain speed and if I hit something when I don’t stop my airbags won’t deploy”, but that’s just me.
No. GM switch debacle caused loss of all power, inc. steering, brakes, engine, and air bags. This would mean heavy steering, everything else would work normally.
