There is 0% reason to assume that the UN is “obviously not Hydra”. To say nothing of any number of other unsavory organizations with shady motivations.

They had an almost identical fight during Winter Soldier.

He believes in the best in people. Not bureaucracies. There is no logical reason why Steve would find whatever stagnant politicking nonsense panel the UN would come up with to be more trustworthy that Shield/Hydra or the World “Nuke NYC” Council.

At least there aren’t any female characters in 20K Leagues for him to under-utilize and cast poorly.
