I got raid level gear out of Iron Banner, and I know some people have gotten raid level gear out of ToO.... Apparently finishing Shaxx’s weekly bounty/quests things opens up an opportunities to get raid level gear.... so that is 4 ways to get that level stuff: raid, IB, ToO, and Crucible

I just did three strikes off the vanguard strike list (easy, level 20) and it was all y1 strikes. I also had an y2 exotic chest pieces drop at 290....

you could also think of each daily heroic mission as having some sort of secret similar to this, and that all you have to do is find it... I bet there are others like it yet to be found
