There's no money in a non-BBC Top Gear because the format relies on being able to talk shit about cars regardless of whether or not it's warranted because the real star of the show is the banter between the stars.

Actually, they didn't get an extension on AP. The release date was moved back, but Sega didn't pay them to work on the gme, which meant that they couldn't afford to work on the game.
On the other hand, most of the NPCs whose souls you can read are also backer references. IIRC they came up with that system when they realized they needed a semi-elegant way to dump the lengthy write-ups into the game.
