No one besides Mack was thinking of the people in the Framework as anything other than simulated people. They weren't real, so if the program gets shut down, it's bad that these simulations gets erased, but they're not real.
Framework Ward got closure - he had his good-bye with Daisy at the TV studio where he stayed behind to keep the SHIELD broadcast on the air, knowing that HYDRA would come and likely kill him. Daisy was moved by his sacrifice.
