There were many bugs which caused these things to reinstall and could not be easily removed. These have mostly been patched but I still ran into this a few months ago when I bought a computer for my parents. I removed candy crush but it kept showing back up because of a caching bug which takes days to stop showing

There was a bug for a long time that would ignore you turning them off and they reappear after a few minutes.
