Bernie’s answer is essentially the same thing that every black parent in America who doesn’t want their kid to end up dead as the result.of some bullshit pretextual stop actually tells their kid: if the police stop you, act respectfully, speak clearly and calmly, don’t make any fast or sudden movements, comply.

Dunno, I don’t pay that much attention to this stuff. But the rule at play here, by its own terms, is totally discretionary. The rule says they don’t have to do anything, but reserve the right to as they see fit.
