Must be dependent on what exactly causes, or goes down in the lock up. It is possible this has been patched on the WiiU/One (as neither has locked up in a while), but I give you my word as an EE, and all-around handyman, neither would reset regardless of how long I held the power button.

My guess is that since it's a touch button (capacitive type), it's actively monitored in a way that is ignored when it is really locked up. (Not really that the patch caused this.. but by causing it to lock up, it becomes apparent.)
