You’ll never realistically be able to phase out presently existing ICE cars, you’d have to follow Norway’s (among others) example and simply ban the sale of new ICE vehicles after a certain year. That’s do-able, but it would not be feasible to ban the transfer of existing ICE vehicles for all of the reasons others

Tastes are different, but everybody loves clean air, helped by driving a car that’s affordable. Common standards in automotive are helpful in reducing costs and prices.

One thing to note is that a British gallon has 20% more fuel in it than an American gallon. That's mostly where you get the impression that cars 'over there' are so much better on fuel.

‘Quick’ better be relative. We’ll need at least twenty years after electric cars are a majority (well over 50%) of new car sales before even considering regulating out gasoline cars. Otherwise a big chunk of the market will literally have no cars they can afford to drive.

The flip side to this is more hybrids and plug-ins hybrids should occupy more preowned inventory, so the people that would like an EV but can’t afford one, regardless of tax credits, now have more inexpensive alternatives.
