DO play Hotline Miami for Vita! It is hands down the best way to play the game!

ANSWER: Play the game on Wii U. Ubisoft is one of the few companies that offers the best experience for that console. Having the map in your hands and being able to go HUD-less without having to press start and check the map every so often is definitely the best gameplay experience for open world game, IMO.
