Not everyone can adopt, even from foster. If you’ve ever had a mental illness (like postpartum depression), you can’t adopt or foster in my state. Also, if you’ve ever suffered pregnancy loss or stillbirth, the idea of parenting a child and then having them taken away is...awful.
