They confirmed the joker doesn't have the tats. It was just a promo shot for the 75th anniversary of the joker. All the tats were related to the jokers history. If you can see some of the new pics he has a open shirt with no tats.

And people haven’t realized that the tattoos are to mark milestones in the life of the joker and are only there as a promotional shot. Many movie sites are stating that the movie joker will have zero tattoos.
