If they truly spent years on ideas, theres no doubt that yours came up more than once in meetings. If your idea IS the case, id be pretty disappointed to know they took a one dimensional approach. I hope they dug deeper than that.

I work for a very particular agency...going on 10 years. Yes, generally govt agencies don’t fund parties but they do give us a bonus 2 hours to use anytime in December. We can use it to leave early or sync up with everyone in the office to use the time together to hold something outside of work.
