He may be fined and "strongly advised" to sell, but in a legal sense I think you're bang on when it comes to Silver - he doesn't have much power here. Sterling didn't break any laws, and he's owned his franchise longer than any other entity in the league.

Right now Silver's responsibility is to ensure a fair process for Sterling, so as to avoid potential legal pitfalls down the road if they bring the hammer down (ie - gigantic lawsuit from Sterling). I think he did what needs to be done long term.

Donald Sterling has been very successful in making money with bad teams. His recent spending has been an exception. A boycott by players to join the Clips as free agent will only increase his bottom line. He has always taken the bad nights the the Staples Center (midweek home games) and pretty well doesn't care.
