It sounds from the description that the guy came back quickly and the dog was not in any danger. But of course this concerned citizen called 911 instead of talking to the guy he watched walking into the store for a very short trip.

No. I think a lot of people feel this way, particularly if the people appropriating their culture are not people who have historically oppressed their group.
