This happens to 10/10,000 passengers, so yes it’s common practice.
By blaming the “idiot”, it only encourages United (and all other airlines) to continue to overbook flight, and then make the illogical decision to randomly kick of passengers (after they’ve already boarded) to make space for their employees who could’ve taken the 4-5 drive to Louisville (or waited for the next flight)…
