I think that’s a typo. The article from ProPublica says the Red Cross raised half a billion for Haiti, not half a million. So yeah for $500,000,000 they should have been able to build more than 6 houses. They could have built 5000 houses with that amount.

That certainly wouldn’t be a scandal, but the actual number was $500 million, or half a billion dollars.
