There is very little the government can do to limit your actions while in your private residence so if you really want to draw that line in the sand your house is the place to be.

There are large pulloffs where trucks can check their brakes before the descent, I don’t know if they are mandatory or not. But this happened after the descent so they could have been completely fine before and he managed to wreck them on the way down. 

That sign is several miles before the location of the crash though.
