They're there so that the bus driver can focus on driving (Loose definition) and not discipline kids. I guess in this case, in a sick and twisted way, them tormenting her stopped them from harrassing the driver.
These are some incredibly BAD eggs. I've worked with this age group and loved it. But this is way outside anything I have ever seen in years of working with them and other kids.
