Very true- Actually I should have made it more clear- I was actually thinking of how they did not prepare for an aging population to go along with the declining birth rate- not that they were actively trying to reduce reproduction.

It;s not in their best interest- as the article says, they could have dealt with consequences in another way.

I think there is- but it requires extending women's rights to encourage them into the workplacce, reproductive health services and birth control and patience. There also has to be some foresight to deal with an aging and shrinking population.
