Not gonna happen. They are trying to make money and pads and tampons are a cash cow. I spend nickels per period using reusable/disposable feminine cups (plus of course there are reusable pads, cups you can use for a decade, and using hormones to not menstruate at all). Free and reusable are hard things to monetize.
